Directs the Board of Directors of the Tennessee Valley Authority (TVA) to report to Congress and the Office of Management and Budget to formally request any amendments to law relating to compensation of employees.
Prohibits the Board from implementing any program that would result in compensation to TVA employees in excess of the statutory Federal pay cap.
