Expresses the sense of the Congress that: (1) the establishment of a New World Information Order under the aegis of the United Nations Educational, Scientific, and Cultural Organization (UNESCO) would restrict the freedom of the press; and (2) the principles set forth in the Declaration of Talloires, adopted by leaders of independent news organizations, should be affirmed.
