A concurrent resolution expressing the sense of the Congress concerning State regulation of commercial boxing competitions commonly called "toughman contests".

Expresses the sense of the Congress that State legislatures or agencies should: (1) investigate toughman contests (commercial boxing competitions held without the sanction of professional or amateur boxing associations and which involve persons with little boxing experience or training); (2) determine whether such contests are or can be conducted in such a manner to protect participants from serious injury or death; and (3) prohibit such contests if the risk of serious injury or death exceeds a minimum level or should establish safety regulations to reduce such risk.
