Expresses the sense of the Congress that State legislatures or agencies should: (1) investigate toughman contests (commercial boxing competitions held without the sanction of professional or amateur boxing associations and which involve persons with little boxing experience or training); (2) determine whether such contests are or can be conducted in such a manner to protect participants from serious injury or death; and (3) prohibit such contests if the risk of serious injury or death exceeds a minimum level or should establish safety regulations to reduce such risk.
