Expresses the sense of the Senate that, in regard to the hostages held in Iran: (1) the Secretary of State shall pay special allowances to foreign service officers; (2) government employees should be entitled to an appropriate pay differential for hardship or hazardous duty; and (3) the President should designate the U.S. Embassy in Iran as a place entitling the enlisted members of a uniformed service to special pay.
