Revises and modernizes, without substantive changes, the language of the Standing Rules of the Senate as they now exist to define the procedure now utilized by the Senate.

Incorporates all provisions of the Legislative Reorganization Acts of 1946 and 1970 which are directly related to Senate procedure, and various orders and resolutions adopted from time to time by the Senate which modify the Senate rules or which establish a particular Senate procedure.
