A resolution relating to consideration by the Senate of the Treaty between the United States of America and the Union of Soviet Socialist Republics on the Limitation of Strategic Offensive Arms, and the resolution of ratification with respect thereto, and for other purposes.

Declares that it shall not be in order in the Senate to consider the SALT II Treaty until the President reports to the Senate that: (1) all Soviet combat troops have been removed from Cuba; or (2) any Soviet troops in Cuba pose no threat to the United States or its Latin American allies.
