A resolution directing the United States Senate to maintain the number of persons in its employ at no more than the number employed on March 31, 1979.

Establishes a ceiling on the number of persons to be employed by the Senate at a level no greater than the number of persons so employed as of March 31, 1979.

Directs the Secretary of the Senate to report such number as of March 31, 1979, and at the end of each quarter thereafter. Directs the Secretary to report to the Senate on the benefits of reducing the Senate staff by ten percent.
