Requires the President to insure the satisfactory resolution of the certified claims of United States nationals against the Castro regime.
Requires the provision of tax credits to United States certified claimants should the President enter into any agreement involving counterclaims made by the Castro regime against the United States.
Directs the President to urge the Castro regime to establish a fund for the payment claims of U.S. nationals to be administered by the International Monetary Fund or some similar international agency.
