Declares it the finding of Congress that the absence of an effective national energy policy mandates the consolidation of the necessary and appropriate authority within the executive branch in order to focus administrative responsibility for implementing a national policy to attain energy independence at the earliest possible time.
Directs the President to submit to Congress an emergency plan to designate a specific person or entity within the executive branch charged with the responsibility and given authority to expedite administrative decisions and actions with regard to all aspects of energy resources and use.
