Constitutional Amendment - States that the President shall be elected by a majority of all electoral votes for President, and the Vice President by a majority of all electoral votes for Vice President. Allocates to each State one electoral vote for each member of the House and Senate from such State to be allocated by State to the candidates who receive the most popular votes for each office in each State.
Stipulates that there shall be a national pool of electoral votes to be allocated to the candidates who win the most popular votes across the nation for each office.
