Constitutional Amendment - Prohibits the Congress from making any appropriation which would result in a level of total appropriations for any fiscal year exceeding the total estimated receipts of the United States for such year.
Authorizes suspension of such prohibition in the case of a national emergency, including a state of war formally declared by Congress, by either a concurrent resolution recommended by the President or a joint resolution introduced in either House of Congress.
