Constitution Bicentennial Observance Act - Establishes the United States Constitution Bicentennial Commission, representing the three branches of the Federal Government and the public, to plan and develop a three-year program for commemorating the bicentennial of the United States Constitution.
Authorizes appropriations for such purpose. Directs the Commission to submit specified reports to the President and the Congress. Requires certain Federal officials to assist the Commission in planning the commemoration. Terminates the Commission on April 31, 1988. Authorizes the Commission to extend matching grants to nonprofit entities, States, and local governments for commemorative programs.
