Establishes an Independent Investigating Commission on Ethics to investigate allegations of improper conduct by Members of Congress arising out of the investigation by the Federal Bureau of Investigation known as "ABSCAM". Terminates the Commission one year after the initial appointment of all five members.
Grants the Commission all the powers and authority of the Senate Select Committee on Ethics or the House Committee on Standards of Official Conduct when investigating the conduct of a Member of the Senate or a Member of the House of Representatives, respectively. Directs the Commission to report its findings to the appropriate Committee. Declares that the Commission shall not make findings of fact.
