Declares it the sense of Congress that the Postmaster General and the Citizens Stamp Advisory Committee should give favorable consideration to the issuance of a commemorative postage stamp in honor of Americans of Italian descent and the 250th anniversary of the birth of Philip Mazzei on December 25, 1980, or as soon as possible thereafter.
States that the Postmaster General and the Committee should honor other foreign-born contributors to the revolutionary cause, from countries of origin which have not yet been commemorated, prior to the conclusion of the American Bicentennial celebration in 1983.
