Amends the Clayton Act to prohibit any foreign government or entity from suing in any United States district court for injuries sustained from violations of the antitrust laws unless the laws of such foreign government forbid such conduct and authorizes any person, including the government and citizens of the United States, to sue in the courts of that foreign state.
Limits recovery of damages of a foreign government to the actual damages and the costs of the suit.
