Amends the Anadromous Fish Conservation Act to authorize appropriations for fiscal year 1979, and succeeding fiscal years. Stipulates that 50 percent of amounts appropriated shall be used solely for fishery enhancement projects in connection with small-scale hydroelectric power dams.
