Amends the Land and Water Conservation Fund Act of 1965, with respect to financial assistance to a State for development of basic outdoor recreation facilities to allow: (1) the construction of sheltered swimming pools and ice skating rinks; and (2) State expenditures for such construction for the purpose of matching grants.
