A bill to amend the Act of October 20, 1976, so as to remove certain population ceilings with respect to local governments with populations of less than ten thousand.

Removes the population limitation on payments in lieu of taxes for certain public lands to be made by the Secretary of the Interior to units of local government having less than 10,000 in population.
