Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to permit a State to retain 15 percent of any amounts collected as a result of such State's enforcement, on its own behalf, of any child support obligations assigned to it under part A (Aid to Families with Dependent Children) of title IV as a condition of an applicant's eligibility for such aid.
