Authorizes additional appropriations of $9,000,000 for fiscal year 1979 and $13,000,000 for fiscal year 1980 for the Temporary Commission on Financial Oversight of the District of Columbia, half of which shall be from funds in the Treasury not otherwise appropriated, and half of which shall be from funds in the Treasury to the credit of the District of Columbia.
