Requires each State to submit data to the Secretary of Transportation regarding the percentage of motor vehicles exceeding the 55 mile per hour speed limit on either rural or urban public highways in such State.
Directs the Secretary to reduce a State's Federal-aid highway apportionment based on the percentage of vehicles exceeding such limit on either rural or urban highways.
Prohibits the Secretary from making incentive grants to States for speed limit compliance if the percentage of vehicles exceeding the 55 mile per hour limit on either urban or rural highways is above a certain amount.
