A bill to ensure that oil shale operations are conducted in an environmentally sound manner, and that government and the public have adequate information on the environmental effects of oil shale operations
Oil Shale Environmental Protection Act - Directs the Administrator of the Environmental Protection Agency to include oil shale operations on the list of categories of stationary sources of air pollution under the Clean Air Act, and sources of water pollution under the Federal Water Pollution Control Act. Requires the Administrator to establish within one year Federal standards of performance for such oil shale operations.
Requires the Administrator to provide by regulation for the monitoring of the environmental effects of the oil shale operations by persons owning or operating such oil shale operations.
Requires the Administrator, after consultation with the Secretary of Health, Education, and Welfare, the Secretary of Energy, members of the public, and representatives of the oil shale industry, to issue regulations providing for access to oil shale operations on federally owned land by representatives of Federal, State, and local government.
Grants jurisdiction to the United States district courts over citizen suits against the Administrator with regard to non-discretionary acts or duties.
