Amends the civil rights provisions of Title 18 of the United States Code to prohibit any Federal employee or officer or any person engaged in interstate commerce from requiring any employee, officer, or applicant for employment to take any polygraph test in connection with such individual's employment. Exempts specified Federal employees or contractors from such provisions. Permits polygraph tests of business employees if such test is freely requested by such employee.
Sets forth civil and criminal penalties for violations of such provisions. Authorizes civil actions in U.S. district courts on behalf of aggrieved individuals.
