A bill amending the Water Resources Planning Act of 1965 to implement state water management and conservation technical assistance programs, and for other purposes.

Amends the Water Resources Planning Act of 1965 to establish a program of financial and program assistance to the States and to federally recognized Indian tribes for the development, implementation, and modification of State water management programs and the establishment and implementation of water conservation technical assistance programs.

Authorizes appropriations to the Water Resources Council in the amount of $50,000,000 annually. Provides restrictions on the allocation of funds within such appropriations.
