Amends the Federal Food, Drug, and Cosmetic Act to prohibit the export of any drug from United States unless it complies with all applicable provisions of such Act.
Authorizes the Secretary of Health, Education, and Welfare to permit the export of a drug if the Secretary finds that such export: (1) is for health purposes; and (2) has the approval of the receiving country, even though it does not comply with such Act.
