A bill to deny Members of Congress any increase in pay under any law passed, or plan or recommendation received, during a Congress unless such increase is to take effect no earlier than the first day of the next Congress.

Amends the Legislative Reorganization Act of 1946 to prohibit pay increases for Members of Congress under any law passed, or plan or recommendation transmitted by the President, during a Congress unless such increases take effect not earlier than the first day of the next Congress.
