Foundation for International Scientific and Technological Cooperation Act - Establishes as a Federal agency and corporation, the Foundation for International Scientific and Technological Cooperation to: (1) assist developing countries in strengthening their scientific and technological capabilities; (2) foster cooperation in research and development between developed and developing countries; and (3) coordinate its activities with other international development agencies.
Sets forth the powers of such Foundation. Directs the Board to establish a Council of scientific, technology, and international affairs specialists to consult with the Foundation. Requires the Foundation to report annually to the Office of Science and Technology Policy and biennially to Congress.
