A bill to amend section 402 of title 23, United States Code, relating to highway safety programs, in order to require certain provisions in such programs to discourage driving while under the influence of alcohol.

Amends the highway safety programs uniform standards to include: (1) criminal statutes to deter motorists from driving while intoxicated and; (2) effective alcohol safety programs.

Prohibits the Secretary of Transportation from approving any State highway safety program which does not provide penalties and programs for persons found guilty of driving while under the influence of alcohol.
