Amends the Food for Peace Act to establish the Agricultural Export Credit Sales Revolving Fund to finance commercial export sales of agricultural commodities out of private stocks on credit terms not to exceed three years.
Requires the Secretary of Agriculture to use the Fund to finance export credit sales under the export credit sales program of the Commodity Credit Corporation.
Directs the Secretary to submit to Congress an annual report on the operation of the Fund.
