Child Abuse Prevention and Treatment and Adoption Reform Amendments of 1980 - Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to extend the authorizations of appropriations for child abuse prevention and treatment and adoption reform programs through fiscal year 1986.
Amends the Child Abuse Prevention and Treatment Act to provide protection from adverse job actions for persons reporting instances of child abuse and neglect occurring in public or private residential institutions.
