Amends the Urban Mass Transportation Assistance Act of 1964 to direct the Secretary of Transportation to reimburse State or local public bodies or agencies that incur expenses in order to comply with specified laws or regulations relating to mass transit for the handicapped.
Authorizes the Secretary to make grants and loans to private nonprofit corporations and associations to provide transportation services for the elderly and handicapped for whom State or local mass transportation services are inadequate. Authorizes appropriations without fiscal year limitation for the purposes of this Act.
