A bill to direct the Secretary of the department in which the United States Coast Guard is operating to cause the vessel Capt. Tom to be documented as a vessel of the United States so as to be entitled to engage in coastwise trade.

Directs the Secretary of the department in which the Coast Guard is operating to document a named vessel as a vessel of the United States with the privilege of engaging in coastwise trade and fishing so long as such vessel is owned by a citizen of the United States.
