Disaster Relief Act Amendments of 1980 - Amends the Disaster Relief Act of 1974 to extend the authorization of appropriations through fiscal year 1981 to carry out such Act.
Relieves local government units and specified private, nonprofit libraries in the State of Pennsylvania from liability for repayment of disaster relief contributions erroneously made by the United States for the benefit of such libraries which were damaged or destroyed by Hurricane Agnes in 1972.
