Authorizes the Secretary of Agriculture to assess civil penalties for violations of specified provisions preventing the introduction and dissemination of livestock and poultry diseases, plant diseases, and plant pests. Reduces the maximum term of imprisonment for importing diseased animals from three to one year. Establishes criminal penalties for importing animals except at quarantine stations. Increases the amount of criminal fines for importing or transporting infected livestock and poultry. Eliminates the element of scienter from the prohibition against the unauthorized movement of any plant pest through importation or interstate movement.
Amends the Federal Plant Pest Act and the Plant Quarantine Act to establish criminal penalties for the knowing counterfeit or alteration of a permit authorizing such movement.
Establishes criminal penalties for violations of regulations controlling the entry, inspection, and cleaning of vehicles and materials entering the United States from Mexico.
