Amends the Federal Mine Safety and Health Act of 1977 to require operators of mines subject to the Act to notify the Occupational Safety and Health Administration of the type of construction and number of employees involved when any construction by a construction contractor is undertaken.
Exempts a State or political subdivision of a State from coverage under the Act. Permits a State, at its election, to develop its own safety and health plan and to submit such plan to the Secretary of Labor for approval.
Authorizes any State agency or court to assert jurisdiction under State law over any mandatory health or safety standard involving a State-owned mine.
