Indemnity Lands Act of 1980 - Amends the Taylor Grazing Act of 1934 to prohibit the Secretary of the Interior from disapproving a State's selection of specified indemnity lands as a substitute for such State's lost school sections when the selected lands are more valuable than the sections they are intended to replace.
