Amends the Trade Act of 1974 to prohibit bilateral commercial agreements providing for most-favored-nation treatment with any country which has expropriated properties of U.S. citizens without just compensation for such properties.
Requires that any commercial agreement with Czechoslovakia be submitted to Congress prior to any proclamation extending most-favored-nation treatment to such country.
