Amends the Hazardous Materials Transportation Act to authorize appropriations for fiscal years 1981 and 1982 to carry out the provisions of such Act.

Authorizes the Secretary of Transportation, in satisfying the requirement to establish and maintain a central reporting system and data center, to coordinate his activities with existing reporting systems and data centers maintained and operated by private organizations.
