Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to authorize appropriations for activities related to ocean dumping for fiscal year 1981.

Requires the Secretary of Commerce to include in the comprehensive and continuing program of research with respect to possible long-range effects of pollution, as required by such Act, the scientific assessment of damages to the natural resources from spills of petroleum or petroleum products.
