An original bill to amend the National Ocean Pollution Research and Development and Monitoring Planning Act of 1978, as amended, to extend the appropriations authorizations to carry out the provisions of such Act for fiscal years 1981, 1982, and 1983, and for other purposes.

Amends the National Ocean Pollution Research and Development and Monitoring Planning Act of 1978 to change the title of such Act to the "National Ocean Pollution Planning Act."

Changes the date on which the biennial five-year plan report is due to April 30 of each odd-numbered year.

Authorizes appropriations to the National Oceanic and Atmospheric Administration not to exceed $3,000,000 for fiscal year 1981, $4,000,000 for fiscal year 1982, and $5,000,000 for fiscal year 1983.
