Establishes within the Department of Agriculture an Office of Transportation.
Directs the Secretary of Agriculture to appoint an Administrator of such Office and to delegate to the Administrator all functions of the Secretary with respect to the transportation concerns of rural and agricultural interests. Requires the Administrator to submit to Congress an annual report which: (1) describes the activities of the office; (2) assesses transportation services in the rural areas of the United States; and (3) includes recommendations for improving such services.
