Franklin D. Roosevelt Memorial Act - Directs the Secretary of the Interior to construct a national memorial to Franklin Delano Roosevelt on Franklin D. Roosevelt Island in the city and State of New York.
Authorizes appropriations for such purpose. Repeals the reservation of a site for a Roosevelt Memorial in the District of Columbia.
