A bill to establish a Minority Business Development Agency in the Department of Commerce, and for other purposes.
Minority Business Development Agency Act of 1980 - Declares the purpose of this Act to be the establishment of a Minority Business Development Agency in the Department of Commerce to help assure that minority group members have an equal opportunity to participate in the Nation's commerce.
Establishes the Minority Business Development Agency in the Department of Commerce. Sets forth the Secretary of Commerce's responsibilities regarding such Agency.
Requires the Secretary to submit an annual report to the President concerning such Agency.
