Southwest Collegiate Institute for the Deaf Act - Authorizes the Secretary of Education to enter into an agreement with the Howard County Junior College District of Big Spring, Texas, for the establishment and operation, including construction and equipment, of the Southwest Collegiate Institute for the Deaf.
Sets forth requirements, under such agreement, for the use of Federal funds, an advisory group to the director of such institute, and annual reports.
