Big Sur Coast National Scenic Area Act

Big Sur Coast National Scenic Area Act - Establishes the Big Sur Coast National Scenic Area in the State of California to be administered by the Secretary of Agriculture.

Authorizes the Secretary to acquire by donation, purchase with donated or appropriated funds, or by exchange, any property or interests therein within the scenic area. Specifies that property within the scenic area that is owned by the State of California, or any political subdivision thereof, may be acquired only by donation or exchange.

Sets forth the conditions under which the Secretary may acquire private property or interests therein by condemnation. Establishes provisions for the acquisition of agricultural or improved residential property within the area.

Requires the Secretary, on or before the expiration of the 24 month period following the date of the enactment of this Act, to submit to specified congressional committees a comprehensive plan for the protection and management of the scenic area.

Declares that the local coastal program developed by Monterey County, San Luis Obispo County, and the State of California shall be the minimum standard for use and development of private lands within the scenic area.

Directs the Secretary to prepare a land acquisition plan which shall identify lands and interests therein within the scenic area.

Establishes the Big Sur Coast National Scenic Area Advisory Commission. Requires the Secretary to meet and consult with the Commission on general policies and specific matters relating to the planning, administration, and development affecting the scenic area.

Prohibits fees from being charged for entrance or admission to the scenic area.

Requires the Secretary to establish a program for the purpose of making payments on a fiscal year basis to each unit of local government in which private lands acquired by the Secretary for purposes of the scenic area are located.
