A bill to authorize the President to impose higher or additional rates of duty on the products of any foreign country that does not cooperate with the United States in its diplomatic or economic initiatives in furtherance of the United Nations General Assembly Resolution relating to the Soviet invasion of Afghanistan and to prohibit the procurement of goods from any such country for use by the government of the United States.
