Amends the Endangered Species Act to abolish the Endangered Species Committee. Repeals the requirements: (1) that an agency conduct a biological assessment identifying any endangered or threatened species likely to be affected by any proposed agency action; and (2) that the Secretary of Commerce, after consultation with any Federal agency, write a formal opinion detailing how the agency's action affects an endangered or threatened species or its habitat, and suggesting alternative actions which would avoid jeopardizing the continued existence of such species.
