Amends the Federal criminal code to require the court in considering pretrial release to order conditions to reasonably insure that a person charged with an offense involving the manufacture, transportation, or sale of a controlled substance will not engage in the conduct proscribed by the offense pending trial. Allows such a person to be detained if no such conditions are found by the court. Provides that the absence of such conditions is conclusively presumed if the person is charged while on pretrial release, probation, or parole.
