A bill to increase small business participation in energy research and development.
Requires the Department of Energy to procure not less than 12 percent of research and development projects and services from small businesses with funds authorized to be appropriated for procurement purposes. Directs the Secretary of Energy to report to specified committees of Congress upon a determination that such requirement is impracticable.
