Cooperative Rangeland Research Act of 1979 - Directs the Secretary of Agriculture to cooperate with States and provide eligible State-certified institutions of higher learning with matching funds to carry out programs of rangeland research. Directs an appropriate State representative designated by the State's Governor to certify such institutions and determine the proportionate amount of assistance to be extended.
Authorizes appropriations for such purposes. Directs the Secretary to apportion funds after consultation with the National Agricultural Research and Extension Users Advisory Board.
Authorizes the Secretary to issue rules and regulations to implement this Act and to coordinate this Act with title XIV of the Food and Agriculture Act of 1977 (the "National Agricultural Research, Extension, and Teaching Policy Act").
